He is the author and editor of several books, including Central Asia and the Rise of Normative Powers: Contextualizing the Security Governance of the European Union, China, and India.

Good critique of ‘traditional’ IR theory, but limited new theoretical content

In the nine chapters of this book a dozen leading scholars, including Antoine Bousquet and Colin Wight, apply complexity thinking (CT) to international relations. Within most chapters the author’s intent is twofold: to conduct a critique of ‘traditional’ international relations (IR) theory; and to discuss the implications of CT for international policy making. The amount of attention given to each of these areas varies by chapter, as does the detail of the discussion of CT itself—some chapters contain detailed data and accompanying models, others only touch on CT in a very broad and generalised way.
Throughout the book critiques of ‘traditional’ IR theory, such as various iterations of realism and liberalism, are quite effective. Aspects of CT such as emergence, unpredictability of cause-and-effect relationships, and the sheer volume of linkages within the international system (and between it and other systems, such as other social systems and even the global ecological system) are applied by various authors to affect their critique, explaining for example why traditional IR theories such as balance of power were unable to predict major events such as the collapse of the Soviet Union or the 9/11 terrorist attacks upon the USA. The effectiveness of these critiques in highlighting the shortfalls of traditional IR theory is the strongest aspect of this book.
The chapters are grouped into two sections, one applying CT to anthropocentric IR and the other applying it to nonanthropocentric IR. The conclusions one can draw from chapters in the second of these sections were particularly interesting to this reviewer; as Emilian Kavalski highlights in the concluding chapter, the application of CT to nonanthropocentric IR effectively reveals the importance of connections between international systems and non-human systems, such as the natural environment, and the impact these systems have on one another. As such, this book effectively argues that non-traditional security threats such as global warming are legitimate concerns for IR policy makers, and ought to be addressed more prominently within IR theory.
The application of CT as a guide for international policy making, and for that matter the development of alternate theoretical perspectives (beyond the limited application of CT in a descriptive manner), is more ad hoc and much less developed. Some chapter authors, Christopher A. Ford in particular, make this their main focus and execute it well, with wide-ranging applicability to a range of IR policy makers. Others, such as Jurgen Scheffran, and Erika Frydenlund & David C. Earnest, apply CT to one particular policy area—stability of climate systems and human security in Mugunga (a refugee camp in DRC) respectively. These chapters will no doubt be quite useful to policy makes in these particular fields, however (perhaps due to space constraints) these chapters leave it up to the reader to draw broader conclusions for policy makers in other areas.
Despite the effective critiques of traditional IR theory that it offers, this book does not develop a thorough theoretical alternative. Each chapter author applies the relevant aspects of CT during their own theoretical critiques and analysis, however despite the inclusion of a concluding chapter this piecemeal analysis is never developed into a coherent, overarching theoretical model. This aspect of the book was disappointing for this reviewer—it took me right to the edge of a new theoretical perspective, but ultimately never quite got there.
Regardless of this, the book will be a worthwhile read to those seeking an effective critique of IR theory. It is also potentially useful to people studying IR policy making, however for these readers it will probably be more useful to simply skip to the chapters that seem most pertinent to their particular policy area.
